RUTLAND, VT. March 1, 1892

The annual Town meeting of the Town of Rutland was called to order at 9 o’clock A, M., by the Moderator, Hon. Thomas C, Robbins.

The warning was then read by the Clerk, Charles B. Mann.

Two o’clock P. M, the meeting was called to order to act upon the articles in the warning.

ART. 2—C. H. Granger moved that a tax of 45 cents on the dollar be voted, which motion was lost. Upon motion of J. D. Spellman the article was laid on the table.

ART. 3 and 4–Upon motion of C. H. Granger it was voted to adopt the provisions of Sections 382 to 388 and to make taxes payable August 1.

ART. 5–Upon motion, laid on the table.

ART, 6–Upon motion of C, H. Granger the usual tax of 3 cents on the dollar was voted.

ART. 7–Upon motion of C. H. Granger, voted a tax of 10 cents on the dollar.

ART. 8–Upon motion of T, H, Brown it was voted that $100 be given to the G. A. R. for the purpose of observing Memorial day.

ART. 9–Upon motion of T. W, Moloney was dismissed.

ART. 10–Upon motion of C. H. Granger it was voted that a tax of 10 cents on the dollar be raised.

ART. 11–The following resolution was, upon motion, adopted: That the Board of Selectmen elected for the ensuing year be, and are hereby instructed and directed, to cut down the highway on Wales Street, at the junction of Wales Street and Strong Avenue, and to work the same to a uniform grade from Washington Street to Strong Avenue.

ART. 12–After some discussion, the following resolution, offered by T. H. Brown, was adopted:

Resolved, That the Selectmen are hereby authorized and directed to cause to he widened the bridge over East Creek on State Street, by moving the north truss to the northerly edge of said bridge, as it now stands, and by constructing a foot walk along the east side of said truss, when moved.

ART.13–Upon motion of J. A. Huffmire, it was voted that the Selectmen he instructed to put electric lights in Dorr and Billings bridges.

ART. 14–Upon motion of J. D. Spellman, it was voted to refer the matter to the Selectmen to report at next meeting.

ART. 15–After some discussion the following resolutions were adopted :

Resolved, That the Selectmen be, and are hereby empowered and directed, to build a foot bridge over the railroad tracks from a point near Franklin Street to a point near the foot of Washington Street, agreeable to the plan of the same as already drawn by Chappell & Burke, and that the same be paid for by a tax 10 cents on the dollar raised on the Grand List of the town this year, and which said tax it is hereby voted be raised for said purpose. Also resolved:

That in building the bridge voted under Article 15, the Selectmen shall, so far as practicable, give preference to Rutland manufacturers and Rutland workmen.

ART. l6–Upon motion, was left with the Board of Civil Authority.

ART. 17–Upon motion of C. N. Granger, voted, that the polls of firemen, as reported- by the Clerk of the companies, be exempt from taxation.

ART. 18–After some discussion, the following resolution presented by P. M. Meldon, was adopted:

Resolved, That the two mills erected by the Howe Scale Company of 1886 in the year 1891 together with the machinery used in operating the same, shall be exempt from taxation for the period of five years from the time of commencing to operate the same, in accordance with the statute in such case made and provided. Also the new shop of the Lincoln Iron Works.

ART. I9–Upon motion of T. H. Brown it was voted to leave it with the Selectmen with power to act.

ART. 20–Upon motion of T. W. Moloney it was voted to leave it with the Selectmen with instructions to act favorably.

ART. 21–Upon motion of T.H. Brown, was dismissed.

ART. 22–Upon motion, the following resolution, offered by T. W. Moloney, was adopted:

 

Resolved, That the fines and costs imposed upon Julia Lapine, Henry Bolduc and James Sage by Newman Weeks, Esq., Justice of the Peace, upon charges for keeping unlicensed dogs, which said fines and costs are payable to the Treasurer of the town, be, and the same hereby are remitted and discharged, and in case final process is issued for the collection of said fines and costs or either of them the Selectmen are hereby authorized to issue an order or orders upon the treasury to the person against whom such process is issued for the full amount of such fines and costs,

ART. 23–Upon motion the following resolution was adopted:

Resolved, That the Selectmen are hereby requested to employ no man at a less price than $1.50 per day and that 9 hours constitute a days work, and that the pay be weekly.

Also resolved:

That the Selectmen be instructed to appeal to the next session of the Legislature that the right be granted to the Town of Rutland to fund and refund that portion of the present indebtedness of the town now bearing interest in excess of 4 per cent and that the act, if passed, be presented at the next annual meeting for its adoption or rejection.

Upon motion of F. M. Butler it was then voted that the jurisdiction of the First Constable include the entire state.

The following organizations were given the free use of the Town Hall for the ensuing year:

Each of the fire companies 1 day and night

St. Joseph Society 1 day and night

The Hibernian Society 1 day and night

Grand Army 3 days and nights

Kingsly Guard as herefore.

St. John Baptist Society 1 day and night

W.C.T.U. 1 day and night

Each of the Churches 1 day and night

R.R.Y.M.C.A. 2 days and nights

Free Library 1 day and night

Rutland Trainmen 1 day and night

Classical Institute 3 days and nights

 

Upon motion of J. E. Creed it was voted that the check room be included in the free use of the Town Hall.

Article 5 was then taken from the table, and upon motion of F. M. Butler there was voted a tax of 40 cents.

Article 5 was then taken from the table, and upon the motion of J. D. Spellman it was voted that the officers be allowed the same compensation as the year previous.

The meeting then adjourned, except as to the appointment of grand and petit jurors.
