Commissioners Present:

The Commissioners reviewed the minutes of 5-19-11 &
6-2-11. Mr. McKane moved to approve the 5-19-11 minutes as presented. Mr. Vajda
made a second to the motion. The motion passed unanimously.

Mr. Vajda made a second to the motion. The motion passed unanimously.
Mr. Matteson briefed the Commission regarding a recent
progress meeting he and Mr. Joseph Zingale Jr. attended. Mr. Matteson aid
changes were made to the project to accommodate the proposed service road. Mr.
Matteson said the project is proceeding and may be scheduled in the next few
weeks.
Mr. Matteson said he is looking forward to the joint review
of the Aldi’s project with the Rutland City Development Review Board. Mr.
Matteson said the Town would probably hold a sketch plan hearing prior to the
joint meeting with the City DRB.
Town resident Mr. Ken Decandio met with the commissioners
regarding a Highway Department driveway access permit request. Mr. Matteson
told Mr. Decandio that the Planning Commission is involved in the matter
because the Select Board directed Mr. Decandio to the Commission for review of
his request and is seeking the Commission’s opinion.
Mr. Decandio said he owns about an acre in Rutland Town and
50 acres in Pittsford. Referring to the projected image of his property on the
screen, Mr. Decandio showed an area he said is a substantial drop off on his
property.
He told the Commissioners that he is trying to get power to
his barn in Pittsford and that the power company would require him to place
poles right next to his driveway to bring power to his barn.
He said by placing a second driveway access near his western
property line he could get power off a pole on his neighbors land and could
also access a 1.5-acre land locked parcel of land in Pittsford that he owns.
Mr. Decandio said he has no plans to develop the lot at this
time.
Mr. Decandio said the land’s topography is a problem. Mr.
Decandio said trenching is not an option since the trench would have to be
about 500 feet in length and would interfere with his leach field.
Mr. Matteson said Mr. Decandio is looking to provide power
to his barn and to gain access to his 1.5-acre lot in Pittsford. Mr. Matteson
said Mr. Decandio does not need a driveway access permit to bring power to his
barn.
Mr. Decandio said he would need a driveway access permit for
CVPS to place poles along his property line. He said CVPS would only place
their poles along a driveway in order to have access to the poles.
Mr. Decandio agreed with Mr. Matteson that CVPS’s
requirement that poles be place along a driveway does not make sense. Mr.
McKane and Mr. Matteson discussed CVPS’s pole access policy.
Mr. Decandio and the Commissioners the access request
further and scheduled a site visit for August 4, 2011 at 6:00 P.M.
Mr. Leonard made a motion to adjourn the meeting. Mr. McKane
made a second to the motion. The motion passed unanimously.
