COMMISSION MEETING
May 20, 2010
MINUTES:
The meeting opened at 7:00
P.M.
Howard Burgess, Richard
Hoenes, Raymond Leonard, William Matteson, Andy McKane, Tom Turner and Charles
Vajda.
Review of the May 6, 2010 Minutes
Mr. Hoenes motioned to
accept the minutes as written. Mr.
Burgess seconded the motion. All were
in approval.
Tracy Taylor Final Subdivision Hearing
The Planning Commission
reviewed the map done by Mr. Taylor's engineer. The Waffle House will be purchasing one of the divided lots. Mr. Burgess asked a question about a twelve
inch culvert that appeared to go across the parking lot. Mr. Taylor could not answer why it was
there, but it was not an issue. The
proposed building will be around 4,000 square feet.
All the abutters have been
notified and Andrew Chapleau was present as one of the abutters. He stated he was not against the
subdivision, but his lawyer and the lawyer for the Waffle House have gotten
together to come to an agreement about his concerns, which are stated in the
Act 250 permit.
Mr. Matteson said that it
appeared everything that was asked for at the previous meeting has been put on
the map, i.e., contours, sewer, parking lot and tree lines. Mr. Taylor just has to file a mylar with the
Town Clerk. Mr. Hoenes motioned to
approve the subdivision and Mr. McKane seconded the motion. All were in approval.
Thomas Subdivision
Mr. Zingale reported that
the Thomas subdivision is still on schedule and Kevin Candon, Mr. Thomas'
lawyer, left a message to that affect.
The final subdivision was warned properly and there were twenty-nine
abutters. Mr. Burgess got together with
the engineer to straighten out the incorrect names of abutters from the last
meeting.
Mr. Matteson said he hoped
the Town's position will be held, especially in regards to traffic flow onto US
RT 7 vs. Post Road. He would like a
copy of the SOP as promised by the Army and National Guard. Mr. Burgess said he did not feel that Army
and Guard personnel should be stopped from using Post Road to get to
week-end events, after all, these are the men and women who fight for our
freedom. Mr. Hoenes said that this
could not be enforced anyway. Mr.
Burgess did say that he agreed that heavy equipment should only travel on US RT
7.
Green Mountain Plaza
Mr. Zingale passed out a map
of proposed changes that are intended to help traffic flow at the Green
Mountain Plaza. This spawned a brief
discussion on other ideas that may help the traffic flow. Mr. Zingale said that the State won't
approve changing the area around the light at the entrance to add another lane.
Miscellaneous
The Commission decided that
the special meeting being held on 5/27/2010 for the final Thomas subdivision
hearing will take the place of the first scheduled meeting on June 3,
2010. Mr. Matteson and Mr. Hoenes cannot
make the 5/27/2010 meeting. Mr. McKane
will run the meeting for the first time.
Mr. Leonard motioned to end
the meeting. Mr. Hoenes seconded the
motion. The meeting ended at 7:30 P.M.
